Recreation Fees and Charges Review - Draft Study
The District of Sparwood has completed a review of its recreation fees and charges and the draft Recreation Fees and Charges Review Study has been published. The document identifies three principles to guide how the District should set fees and charges for recreation space rentals, programming, and user fees in the future:
- Principle #1: Where possible, there should be a relationship between recreation fees and charges and the ongoing cost to provide services.
- Principle #2: Recreation fees and charges should be different for different types of users and users based on benefits-based rationale.
- Principle #3: Affordability and financial accessibility need to continue being key considerations when setting fees and charges.
To achieve the above principles, several steps and actions are recommended that will be implemented over the next couple of years. Notably, the study identified that most current fees and charges are in-line with comparator communities and ‘fair’. Where changes may be warranted, the District will work with affected groups to determine how potential changes can be implemented in a way that helps to reduce negative impacts and maintain affordability.
