For Temporary Use Permit 2018-001 to allow a Temporary Housing Camp at 8000 Highway 43. Following the hearing, Council will consider a resolution to issue Temporary Use Permit 2018-001 at the June 18 Regular Meeting of Council.

Copies of the draft Temporary Use Permit and related materials may be reviewed below or at the Municipal Office, 136 Spruce Avenue, Sparwood, B.C., during regular office hours of 8:30 a.m. – 4:00 p.m. local time, Monday to Friday from Wednesday, May 22 – Tuesday, June 4, 2019.

Please note that all submissions sent by email should be confirmed by phone at the number listed below. These submissions must be received by no later than 12:00 p.m. on Tuesday, June 4, 2019 to ensure their availability to Council at the hearing. All submissions must include your name and street address and are considered public information, pursuant to the Freedom of Information and Protection of Privacy Act.
All persons who believe that their interest is affected by the proposed permit shall be afforded a reasonable opportunity to be heard in person, by a representative, or by written submission on the matters contained within TUP 2018-001 at the hearing.

Where is the camp proposed to go?
How many beds will there be and how many are in the Elkford camp?
|Will the residents of the camp have a curfew?
From GNS: "There is not a set curfew as the employees staying at the camp will be under the direction of their employers, and will be required to abide by company rules. The camp will also be “closed” after a certain time so most folks staying there will have to report in if they would like to enter after a certain time ie: 10pm."
|Who will be staying at the camp?
From GNS: "While we will have an anchor tenant we will have some additional beds available. These beds would only be made available to clients booking a minimum of 30 days at a time. We do not want to compete with the existing hotels in the area."
|What services will be available in the camp?
From GNS: “The lodge will include a full industrial kitchen, recreation room and executive style dormitories providing a private washroom within each room. Each guest will receive 3 meals a day along with their accommodations.”
|Will there be any jobs created because of the camp?
From GNS: There will be a need to hire approximately 15 people to work at the lodge during peak operations. These jobs include camp and maintenance managers as well as housekeeping and kitchen staff. Additionally, there will be a need for fuel and grocery delivery, kitchen supplies and other miscellaneous products which we will try to source locally.
|What is the current construction going on at this address?
Earthworks that are happening along Highway 43 and crossing 8000 Highway 43 are to construct the watermain from the new Well #4 down Highway 43. The current construction here is not part of this Temporary Use Permit.
|How long can this camp be here?
Temporary Use Permits are limited by Provincial legislation to a maximum of three years with the possibility of one three-year extension.
|Can the camp expand?
Expansion beyond the 114 beds would require an additional Temporary Use Permit application. No extension can go beyond the 6 years allowed by legislation.
|What impacts on traffic will there be?
The proponent has completed a Traffic Impact Analysis (www.sparwood.ca/TUP) and the following recommendations came from the Ministry of Transportation and Infrastructure:
|What about municipal water and sanitary sewer?
The applicants will be connecting to municipal water and sewer, when available, at their own cost.
|Other notes from GNS:
- All deliveries will be scheduled weekly to help negate an influx of trucks passing through town and turning onto Highway 43.
- We will rely on Sparwood emergency services for extreme circumstances. The lodge will have a first aid room on site with staff properly trained to administer first aid. The lodge is also equipped with a fire alarm system and standby water reserve.
