Closing time and date for Request for Quotation is:
Wednesday, April 9, 2014, 2:00pm local time, (The “Request for Quotation Closing”).
1. Site Conditions
In preparation of a Quotation, the Bidder must examine the site of the Work, either personally or through a representative, and be satisfied as to the nature and location of the Work, all conditions, soil structure and topography at the site of the Work, the nature and quality and quantity of the materials to be used, the equipment and facilities needed preliminary to and during the prosecution of the Work, the means of access to the site, on-site accommodation, all necessary information as to risks, contingencies and circumstances as may affect the Bid, and all other matters which can, in any way, affect the Work under the Contract. The Bidder is fully responsible for obtaining all information required for preparation of the Quotation and for the execution of the Work.
In submitting a Quotation, the Bidder accepts all environmental risks and conditions, all legal requirements applicable to the Work, all labor conditions, including productivity, availability and qualifications, and all conditions affecting safety.

2. The Work to be undertaken in this contract involves:
• Constructing approximately 160 linear meters of 1.5 m wide concrete sidewalks
• Replacing approximately 15m of standard curb and gutter with reversed curb and gutter
• Removing, disposing and replacing approximately 40 m2 of asphalt
• Removal of a 1.2m wide walkway around perimeter of the Spray Park
• Installing a new 2.5m wide walkway around perimeter of the Spray Park
3. All Bidders shall complete the Unit Prices in the attached Schedule of Quantities and submit with their Quotations.
4. The District of Sparwood reserves the right to accept or reject any and all proposals and to waive irregularities and informalities at its discretion. The District of Sparwood reserves the right to accept a proposal other than that with the lowest price or highest evaluated score without stating reasons. By submitting a proposal, the Proponents waive any right to contest, in any proceedings or action, the right of the District of Sparwood to accept or reject any proposal in its sole and unfettered discretion. Without limiting the generality of the foregoing, the District of Sparwood may consider any other factors besides price, schedule and capability to perform the work in its sole and unfettered discretion.
This Request for Proposal does not commit the District of Sparwood to award a contract or pay any costs incurred in the preparation of a proposal or attendance at meetings with the District of Sparwood or Administration.
5. The Successful Bidder shall complete the required work around the Spray Park and the sidewalks within the park west of Red Cedar Drive by May 16, 2014. Work on Red Cedar Drive can be completed immediately following and all work completed by May 30, 2014. The Successful Bidder will be required to confirm and provide an anticipated start and completion date for the work.
6. McElhanney Consulting Services Ltd. will act as the Engineer for the entirety of the project with the District of Sparwood as the Owner of the works.
