The District of Sparwood has an excellent employment opportunity for an enthusiastic, highly motivated individual to assume the position of Planning Assistant. The Planning Assistant, under the direction of the Manager of Planning, will focus on customer service, including but not limited to: answering public inquiries; providing a variety of detailed technical information, interpretation and assistance on development applications, bylaw requirements, and related policies to home owners, developers, the general public, internal departments, and external agencies. This position will support the overall day-to-day work of the Planning Department. This work will include technical and clerical work related to the preparation of maps or other visual materials, as well as, understanding of the municipality’s Zoning Bylaw, Official Community Plan, and other relevant bylaws and planning related policies. This position will also conduct research, assemble background material on various departmental issues for review by senior staff.

We are seeking a collaborative, results-oriented individual with excellent knowledge of the philosophies, principles and practices of municipal planning. The ideal candidate will have:

  • University degree or post-secondary diploma in a planning or a related discipline supplemented by technical courses related to the work
  • Minimum of two years of work experience, preferably in a municipal government setting
  • Complete proficiency with MS Word, Excel, PowerPoint and other common applications
  • Skill in the use of drafting, mapping and other graphic design software
  • Sound knowledge of website design and maintenance
  • A positive, energetic approach to work

This position is a unionized position under CUPE local 2698. The 2019 hourly wage rate is $36.47 per hour as per the current collective agreement and includes a full range of benefits.

Summary

The Planning Assistant must possess a diploma or university degree in planning, or a related discipline supplemented by technical courses related to the work plus sound related experience, preferably in a municipal government setting, or an equivalent combination of training and experience.

Job Duties

  • Review building, land use and sign permit applications for compliance with various District Bylaws;
  • Create and maintain maps for: zoning, land use, cemetery, emergency response area, forest & agricultural land reserves, hazard areas, mosquito control areas;
  • Prepare and consolidate bylaws and amendments including the OCP and Zoning Bylaws;
  • Respond to various spatial inquiries;
  • Assist with the preparation of planning staff reports to Council;
  • Assist with maintaining and updating the municipal website;
  • Design plans, tender specifications and contract documents for various projects;
  • Implement and maintain planning records management system following municipal guidelines;
  • Ensure compliance with legislative requirements (e.g. Community Charter, Local Government Act, etc.);
  • Other duties as assigned.

Job Requirements

  • University degree or post-secondary diploma in a planning or a related discipline supplemented by technical courses related to the work;
  • Minimum of two years of work experience, preferably in a municipal government setting;
  • Knowledge of a Zoning Bylaw, Official Community Plan, Design Guidelines and the Local Government Act applicable to the work;
  • Sound knowledge of planning principles;
  • Complete proficiency with MS Word, Excel, Powerpoint and other common applications; 
  • Skill in the use of drafting, mapping and other graphic design software (e.g. AutoCAD, Map3D, ArcGIS, Trimble GPS, Drupal, Photoshop, Dreamweaver and Illustrator)
  • Sound knowledge of website design and maintenance;
  • Ability to conduct accurate and independent research in support of planning issues, using various sources and to use software applications to analyze, interpret and make recommendations based on information obtained;
  • Ability to interpret moderately complex technical information, policies and procedures and explain them to the public;
  • Strong problem identification and problem resolution skills;
  • Able to work efficiently as a part of a team as well as independently;
  • Excellent time and project management skills;
  • Able to deal with people sensitively, tactfully, diplomatically, and professionally;
  • Attention to detail in all areas of work; and
  • Valid Class 5 Drivers License.
